Fair Taxes and Fair cheap health insurance

It may not seem feasible to any of us to give people free health insurance. First and foremost it is unattainable on a number of levels, but we also know that when things are given away, they are rarely respected. This does not mean in any way though, that we should not help people get cheap health insurance or something that the income they bring in can manage to support even on a modest income. So why not create a progressive system similar to our tax code to help make individual health insurance more affordable and bring down pricing to a fair level.
